The West Eugene Village Homeowner's Association represents all members of the community, which was incorporated in 2001. At that time, there were only a few homes but it grew quickly to the final count today of 175 homes, which are a combination of both manufactured and stick built homes. Most visitors cannot tell the difference between the two, as all homes have permanent foundations, attached 2 or 3 car garages, and the manufactured homes are built nearly identical to a stick built home. The HOA is directed by the Board of Directors who are all volunteers from within the community and who have a fiduciary duty to the Association's mandatory membership. Board members do not receive any compensation for the work they do for the HOA. The HOA is currently a self managed HOA, run entirely by volunteers who own homes within the community, utilizing the PayHOA management software. Volunteers are always needed for various committees and for their names to be placed on the Nominating Committee list for possible Board member nominations.

Volunteering gives members a better idea of what the HOA is actually about and responsible for, and is a great way to to help guide the future of the community. Also ... it's a great way to get to know your neighborhood and your neighbors.


WEST EUGENE VILLAGE IS A PRIVATELY OWNED COMMUNITY WITHIN THE CITY OF EUGENE. IT RECEIVES NO CITY PROVIDED SERVICES WITHIN THE COMMUNITY OTHER THAN BEING ON THE PUBLIC SEWER SYSTEM. ELECTRIC AND WATER UTILITIES ARE PROVIDED BY EWEB. THE HOA YEARLY ASSESSMENTS (billed monthly) ARE USED TO PAY FOR THE UPKEEP OF ALL HOA PRIVATELY OWNED PROPERTY AND COMPONENTS. THE MOST IMPORTANT RESPONSIBILITY OF THE HOA IS TO PROTECT HOMEOWNER INVESTMENTS BY MAINTAINING AND IMPROVING ALL COMMON AREA PROPERTY AND KEEPING THE COMMUNITY A SAFE AND APPEALING NEIGHBORHOOD MEMBERS ARE PROUD TO CALL HOME.

 

ASSESSMENTS ARE USED FOR THE FOLLOWING:
 

  • Perimeter, Breezeways, and Park Fences - Repair & Replacement.

  • Postal Boxes and Covers - Repair & Replacement.

  • Park and Playground Equipment maintenance/replacement, lawn and picnic areas upkeep.

  • Utilities: Water - Electric Use (common areas only).

  • Landscaping in all common areas, at entrances, and some areas directly outside perimeter fencing. 

  • Sidewalks within the community.

  • Streetlights and all other lighting within the community and at entrances.

  • Irrigation System Repair and Replacement.

  • Street Drainage/Catch Basins (cleaning, repair, replace).

  • Private Community Streets - cleaning, crack repairs, sealing, striping of streets and curbs, and resurfacing/replacing when necessary.

  • Required Insurance Policies, Tax Obligations, Corporate Filing Fees, Reserve Studies, and Financial Reviews.

 

** Sidewalks outside the community are not maintained by the Association. Those sidewalks fall under the Eugene City Ordinances. Sidewalks along Terry and Avalon are the responsibility of the homeowners whose rear property lines are along those streets. The trees on the street side of the sidewalk are the property of the City of Eugene. The HOA and property owners cannot care for them without permission from the City. Trees which are located on homeowner property are the responsibility of the homeowner.
